High-speed and high-capacity broadband connections to the Internet are an essential element in modern society. Ensuring availability of universal broadband access at sea, on land and for aviation through mobile satellite infrastructure is fundamental to transport safety, security and efficiency. Mobile satellite technology is also essential to provide broadband connectivity in remote areas and in times of natural disasters.

The Broadband Commission was created by ITU and UNESCO in response to the call from the UN Secretary-General Mr. Ban Ki-Moon to step up international efforts to meet the Millennium Development Goals. It engages in advocacy and high-level thought leadership to demonstrate that broadband networks are basic infrastructure in a modern society, are uniquely powerful tools for accelerating progress, are remarkably cost-effective and offer impressive

returns-on-investment. Broadband networks underpin all industrial sectors – including all types of transport - and are increasingly the foundation of public services and social progress, and therefore need to be promoted by governments in joint partnership with industry.

In May 2010, the Director General of IMSO, Capt. Esteban Pacha, was appointed a Founder Commissioner of the Broadband Commission for Digital Development contributing together with other leaders from different sectors to promote the roll-out of broadband, as well as providing a fresh approach to UN and business engagement in a multi-stakeholder approach.
